San Diego, July 8, 2025: In a recent Presidents Forum feature titled “Promoting Policies that Power More Learners in Higher Education,” National University President Dr. Mark D. Milliron urged policymakers to modernize higher education systems to better serve today’s adult learners. Highlighting California’s recent progress in supporting student-parents, Dr. Milliron emphasized that these steps, while commendable, represent only the beginning of what’s needed to help the growing population of students balancing school with work, parenting, and military service.
Dr. Milliron outlined three key reforms to strengthen access and completion rates for these “ANDers”, students who are learners and workers, and parents, and service members. His recommendations include expanding tuition assistance for military families, modernizing employer-sponsored education benefits, and advancing flexible regulatory reforms that reflect today’s nontraditional learners. “To meet the needs of the growing number of ANDers, and of our country, policymakers and higher education leaders should design new policies that better reflect all learners’ lives and goals,” Milliron wrote.
