Commander Bounds is now Deputy Director of Maritime Homeland Security/Defense
James Bounds (MS, Homeland Security and Safety Engineering, 2006) has been assigned Commander, Third Fleet as the Operational Support Officer and the Deputy Director of Maritime Homeland Security/Defense (MHLD/S).
As the Deputy Director of MHLS/D, Commander Bounds is involved in the planning and execution of the combined/joint Maritime Homeland Defense operations and exercise in the Third Fleet's area of responsibility, including approximately fifty million square miles of the eastern and northern Pacific Ocean areas, including the Bering Sea, Alaska, the Aleutian Islands and a Sector of the Artic.
Major oil and trade sea lines of communication within this area are critically important to the economic health of the United States and friendly nations throughout the Pacific Rim region. The Third Fleet's MHLD/S Department is fully integrated with a number of federal agencies such as: Northern Command, United States Coast Guard , Department of Homeland Defense, Transportation Safety Administration, Federal Emergency Management Agency, and state and local agencies.
